What is a TM44 air conditioning inspection?

A TM44 inspection is a mandatory energy assessment of air conditioning systems with an effective rated output above 12 kW, carried out to the methodology in CIBSE TM44. It is required by the Energy Performance of Buildings (England and Wales) Regulations 2012, which implement Article 15 of the EPBD. The 12 kW threshold is the combined output of all coupled units serving a single building under one person's control, not per individual unit.

Every commercial building with qualifying air conditioning needs a first inspection within five years of installation, and a repeat inspection at least every five years thereafter. The duty falls on the person who controls the operation of the system, which is usually the building owner, occupier or facilities manager. Systems serving multiple tenants are typically the landlord's responsibility under the lease.

The deliverable is a TM44 report listing every indoor and outdoor unit, its condition, controls, sizing relative to load, and recommendations to reduce energy use. The report is lodged on the Landmark non-domestic register and a copy must be kept on site, available for inspection. Recommendations are advisory, but the inspection itself is not optional.

Why this matters: Failure to commission a TM44 inspection on a qualifying air conditioning system carries a £300 fixed penalty per building under the EPB Regulations 2012, with a further £200 for not producing the report on request, and Trading Standards can re-issue penalties for continuing breaches.
